Position Summary

The PSM Coordinator is responsible for developing, implementing, and maintaining the site’s Process Safety Management (PSM) program in compliance with OSHA 29 CFR 1910.119. This role ensures the integrity of critical safety systems and supports risk reduction efforts across the plant. Working under the direction of the Health, Safety & Security Manager, the PSM Coordinator plays a key role in driving safe operations through strong systems, documentation, training, and audit support.

The successful candidate will utilize contractor(s) to support a near term effort to audit and execute a process to ensure consistency among the various policies, procedures, auditing, documentation, etc. that fit under the PSM umbrella. This will include oversight of certain specialty consultants and contractors.

Key Responsibilities

Program Improvement & Maintenance

  • Support the continued development, implementation, and maintenance of all 14 elements of the OSHA PSM standard.
  • Maintain and improve PSM related documentation, databases, and procedures.
  • Ensure procedural and regulatory compliance with internal and external requirements.
  • Develop competence in all the PSM software tools and ultimately serve as the internal “super user” for that software.

Process Hazard Analysis & Risk Management

  • Coordinate and facilitate Process Hazard Analyses (PHAs), including scheduling revalidations every five years.
  • Track completion of PHA action items and drive resolution across departments.
  • Collaborate with engineering and operations teams to address risks identified in hazard reviews.
  • Support the annual recertification of operating procedures and the PSM audit that occurs every three years.

Management of Change (MOC)

  • Administer the MOC program to ensure all changes to process chemicals, technology, equipment, or procedures are properly evaluated.
  • Ensure completion of pre-startup safety reviews (PSSR) and associated documentation.
  • Train stakeholders in MOC requirements and monitor implementation.

Mechanical Integrity & Incident Investigation

  • Ensure compliance with the Mechanical Integrity (MI) policy.
  • Participate in or lead root cause analyses and investigations for PSM level incidents.
  • Ensure all incident findings are documented, reviewed, and resolved.

Training & Compliance Assurance

  • Ensure training programs are in place for PSM covered employees and contractors.
  • Maintain training records and support refresher training scheduling.
  • Support audit preparation and coordinate internal and external PSM audits.

Qualifications

Education & Experience

  • Minimum 3–5 years of experience in process safety, operations, or engineering in the petrochemical or refining industry.
  • Experience supporting or managing OSHA PSM elements required. 

Skills & Competencies

  • Strong working knowledge of OSHA 1910.119 and EPA RMP regulations.
  • Organized, detail-oriented, and capable of managing multiple technical processes.
  • Skilled in hazard analysis, incident investigation, and process documentation.
  • Excellent communication and coordination skills.
  • Proficient with Microsoft Office and PSM software systems (training for specific PSM software tools will be provided).
