Position Summary

The Health, Safety & Security (HSS) Manager is responsible for leading all health, safety, and security functions at the facility and for continuing to build a strong, proactive safety culture during the early stages of company growth. As a newly commissioned petrochemical operation with less than two years in service, this role requires significant development and implementation of safety systems, procedures, and programs. The HSS Manager will also have direct accountability for the safety related portions of the plant’s operating expense (OPEX) budget.

Key Responsibilities

Leadership & Oversight

  • Provide direction and oversight for the PSM Coordinator and Emergency Response & Field Safety Coordinator.
  • Supervise and manage a diverse group of specialty contractors including industrial hygiene, medical, security, and training providers.
  • Serve as a key member of the plant leadership team, advising on all health, safety, and security matters.

Program Development

  • Lead the continued development, improvement, and execution of foundational safety programs, including:
    • Behavior-Based Safety (BBS)
    • Contractor Safety Management
    • Safety Observation and Engagement Processes
    • Permit-to-Work and Energy Control (LTT)
  • Formalize safety procedures, work instructions, and tools to support ongoing operations.
  • Continue to build and strengthen a culture of safety ownership, accountability, and proactive engagement.

Process Safety Management (PSM)

  • Finalize implementation and maintain compliance of an effective PSM program across all 14 OSHA elements.
  • Ensure MOC, PHA, mechanical integrity, and other PSM systems are consistent, formalized and auditable.
  • Support incident investigations and ensure corrective actions are closed effectively.

Emergency Response & Field Safety

  • Provide leadership and oversight for the site emergency response plan and its continual improvement.
  • Provide leadership and oversight for emergency drills and engagement with mutual aid and public response organizations.
  • Oversee field-level safety observations and enforcement of safe work practices.
  • Provide leadership and oversight during safety and security incidents until incident command is formally transferred, including active participation in the Emergency Operations Center (EOC).

Health & Industrial Hygiene

  • Oversee the development and implementation of industrial hygiene monitoring programs and occupational exposure assessments.
  • Coordinate medical surveillance, fit testing, and other health-related compliance activities through contractors or in-house services.

Security Management

  • Supervise contracted security services to ensure effective gate control, patrol, surveillance, and incident response.
  • Maintain and enhance the facility’s physical security and site access control systems in compliance with regulatory expectations.

Training & Competency

  • Oversee safety orientation, training plans, and refresher programs for employees and contractors.
  • Coordinate with training vendors and internal stakeholders to ensure compliance and knowledge retention.

Audit & Compliance

  • Lead internal audits and coordinate regulatory inspections related to safety and security.
  • Work directly with regulatory agencies (e.g., OSHA) during inspections, investigations, and compliance reviews.
  • Accountable for the preparation, submission, and maintenance of all required health, safety, and security regulatory filings.
  • Monitor and interpret changes in federal, state, and local regulations to ensure ongoing compliance and timely updates to internal programs and documentation.
  • Ensure timely resolution of audit findings and maintain current regulatory records and filings.

Budget & Cost Management

  • Manage the health, safety, and security components of the site’s OPEX budget.
  • Develop annual forecasts and monitor safety-related expenditures.
  • Evaluate cost-effective solutions and justify safety related capital requests when needed.

Qualifications

Education & Experience

  • Minimum 10 years of industrial safety experience, with most being in a petrochemical or refining environment.
  • Experience in developing and maturing safety programs strongly preferred.
  • Demonstrated leadership in managing teams and multidisciplinary contractor services.

Certifications

  • CSP, CIH, or equivalent certification preferred.
  • ICS/NIMS or emergency response credentials a plus.
  • TWIC card or eligibility required.

Skills & Competencies

  • Strong working knowledge of OSHA PSM, EPA RMP, and other relevant safety and security regulations.
  • Proven ability to build upon and strengthen an existing safety culture.
  • Experience interfacing with regulators and managing compliance programs.
  • Budget management experience within a plant environment.
  • Strong interpersonal, organizational, and communication skills.
  • Proficiency with all Microsoft Office and ability to quickly learn new EHS compliance software platforms.
